A few years ago I was given an explanation from Mr. Anggito Abimanyu that the money paid by the pilgrims is as a deposit so it can not be separated from their ownership. But he does not deny that the funds are not simply saved but rotated and developed, while the owners (pilgrims) on the one hand are never asked for permission and on the other hand they do not get a share of the profits. This is what some people are concerned about.

In my opinion, it is best for the government to state openly that the funds are temporarily borrowed for development, and I am sure they will not object. The important thing is that the funds are returned at the right time and they can leave when they have to leave. Thus the prospective pilgrims are not entitled to a share of the profits, because at the time the funds are rotated regardless of their ownership because it is being borrowed by the government.

Hajj funds that have been separated from the ownership of the hujjaj status as public property (مال الله) and exist under the mandate and responsibility of the state / government. The State shall be entitled / obliged to manage and use the fund with full responsibility and refers to the principle of the benefit of the people.
